Thelma
Thelma is the general manager of the Shi Association Southern Branch. He is the only named speaking character in Library of Ruina who does not have a dialogue sprite.

Urban Plague introduction
Thelma first appears after you unlock Urban Plague, where it’s disclosed that he was risen to the head of the southern branch of the Shi Association with the help of Argalia. Attempting to return the favor, Thelma offers to do whatever tasks Argalia has for him, one of which is entering the Library. His team was Section 2 of the Shi Association, which would explains the sudden surfeit of missions handed towards them shown in the cutscene before the Reception of Shi Association.

Smiling Faces
Thelma next "appears" in the Backstreets, gagged and blindfolded. Argalia has requested the Smiling Faces to flake some meat off Thelma. Wang asks how many slices, and Argalia settles on ten thousand. They then remove Thelma’s gag. He then tells Thelma to not give him that look, as he failed to fulfill a promise. As Argalia tells him, since this happens during the Night in the Backstreets, no one will dare to investigate what happened to Thelma, and it will be as if he simply disappeared from the world. Thelma is then re-gagged and left to suffer a torturous death at the hands of the Smiling Faces, to be cut into ten thousand thin flakes and cannibalized alive by them.
