Walter is the Director of Section 6 of the Zwei Association's Southern Branch. He is first heard in the introduction story of
Urban Myth, and is formally introduced during
Urban Legend, in Episode 3 of the Zwei Assocation.
Appearance
Walter has short black hair along with a goatee. He wears a yellowish collared shirt with a black tie under a black coat and pants, along with black gloves and shoes. Over all this, he wears a marine blue Zwei overcoat. In combat, he wields a large black Zwei sword.
Personality
Walter maintains a stoic attitude in his work, acting in his supposed role as a "shield" of the Zwei Association. He seemingly espouses the values of the Zwei, but is also willing to resort to backhanded means like collaborating with the Stray Dogs to advance his mission. According to Salvador, Walter also has a habit of asking rhetorical questions, and tries to act clever while his actual thoughts are merely "one-dimensional." Salvador goes as far as implying that Walter is nearly talentless, only barely holding on to his position due to either his social skills or just pure luck.
Story
Background
Walter has been a member of the Zwei Association for many years, and was a colleague of Salvador before the latter left the Zwei. Despite reaching a relatively high position as the Director of South Section 6, he is still attempting to climb higher, and seeks to complete only whatever missions his Section is officially given as quickly as possible to maximize his chances. As a result, he is willing to resort to shortcuts and relatively unscrupulous means, such as brokering deals with Syndicates and Backstreets criminals. Currently, this mission is to gather information on the Distortion Phenomenon; as such, Walter made a deal with the Stray Dogs for information on the Distortion in exchange for giving them a floor plan of Lobotomy Corporation's Nest. Walter is also known to avoid field work himself and instead have his subordinates deal with it, which makes it all the more unprecedented when he chooses to personally enter the Library.
Urban Myth
In the introduction of Urban Myth, Walter is heard asking for updates on the
Distortion Phenomenon from his subordinate Isadora. She replies that Zwei Section 1 and the
Hana Association have listed the Laundry of Dreams, Yesterday's Promise, and The Church of Gears as potential suspects. After she adds that the Library, only an Urban Myth at the time, is also being considered as a suspect, Walter scoffs at his superiors' seeming cluelessness and use of "random guesses."
Zwei Association
In Zwei Association Episode III, Walter is seen meeting with Isadora, who reports on the failure of Julia and San to return from their expedition into the Library. She then requests to send more manpower to the Library, insisting that she believes it is connected to the Distortion Phenomenon. Walter refuses on the grounds that Isadora is merely acting out of a desire for revenge, though he secretly also simply sees it as a distraction from Section 6's mission. This changes after he finds an Invitation to the Library in his desk, on which the Book of the Distortion is offered. Walter then immediately reverses course and takes Isadora and several other Zwei Fixers to the Library, intending to capitalize on the opportunity to get a lead on his Section's mission, advance his own career, and also satisfy Isadora's request all together. When Angela greets them, he replies in a seemingly amicable way but then goads her over her false human appearance and her true robotic form.
However, Walter falls during the Reception (along with Isadora and several other Zwei Fixers) and is turned into the Book of Walter. As a result of his death, he is unable to fulfill his end of his deal with the Stray Dogs. The Syndicate views this as a betrayal and targets Section 6, massacring many of its remaining Fixers. They then use an Invitation to enter the Library, intending to use the Book of Walter to gain the information they need.
