The Zwei Association is one of the Associations of the City, specializing in civil protection and peacekeeping. The section fought in the Library is Zwei South Section 6, the director of which is Walter. The Zwei Association is the first Guest group faced in the Urban Legend chapter, covering 3 Episodes.

Story
Urban Myth
The Zwei Association is first introduced in the Urban Myth chapter prologue. Walter is heard asking for updates on the
Distortion phenomenon, the Association's current focus, from his subordinate Isadora. She replies that Zwei Section 1 and the
Hana Association have listed the Laundry of Dreams, Yesterday's Promise, and the Church of Gears as potential suspects. After she adds that the Library, only an Urban Myth at the time, is also being considered as a suspect, Walter scoffs at his superiors' seeming cluelessness and use of "random guesses."
Episode 1
Episode 1 begins with San, the Operator of Streetlight Office (an Associate Office of the Zwei,) heading to Zwei South Section 6 to talk with Julia and Isadora, who are part of the Association. The conversation starts out with San telling the two that his colleagues, Lulu and Mars, have died on their mission to the Library. His only request to them is for the Zwei Association to help him retrieve their books, if that is the least they could do. Isadora immediately rebukes San, telling him that barging into the HQ to beg for help is not the right way to get help. However, Julia opposes Isadora, and suggests that they let their superiors have a review of the case. Soon after, we learn that Julia and San are friends; Isadora tells her that they shouldn't act on attachment nor friendship, lest it lead to their system collapsing, and others begging and asking for their help.
Isadora reminds Julia again that this case shows up nowhere in the Zwei records, due to perhaps taking it as an unofficial work ( Streetlight Office Episode 1); and if San wants them to go to the Library to try and get the Books back, then she wants him to pay a corresponding reward for the mission, and that San has used the Association as much as the Association has used him. It also becomes known that San, Isadora, and Julia all used to work in the same Office together in the past.
After more arguing, Isadora receives the news that the Library has been upgraded from Urban Myth to
Urban Legend by the Hana Association, and that the Library is now a good case for them to officially take on; Isadora had actually been working to assist San, but was doing so through official means rather than through connections as San had attempted. Ultimately, they get an Invitation from San and send some Zwei Fixers to go to the Library.
Episode 2
Episode 2 begins with Isadora telling Julia and San that they are in the lineup of the search team for the Library. Julia is happy to go to the Library, and says that they should go retrieve the books of Mars and Lulu and come back safely. Isadora also jumps in to add that even though they should always stay on their objective, they still need to collect as much information (Books) as possible. San then decides to ask Isadora that of all the things that they could do, why they are sending a search team to enter the Library; Isadora snaps back and asks San why he came begging to them in the first place. San responds that this place was the only one that he could count on. She also asks him about his younger brother, but he refuses to answer.
Soon, Isadora decides to tell San and Julia about the Distortion phenomenon, which is classified as an Urban Nightmare. The Distortion is an anomaly that has been happening throughout the City ever since the White Nights and Dark Days; this phenomenon turns people into monsters at random, and each occurrence is worse to deal with than the last. This is the first introduction of "The Pianist", which alone caused the death of 80% of District 9's population, requiring the immediate dispatch of a Color Fixer in order to gain control of the situation after they realized how severe the situation was. The Zwei have almost no clues whatsoever to track down the cause of the Distortion; however, the most information they have on it so far revolves around the sudden collapse of Lobotomy Corporation, and the White Nights and Dark Days that started in the corporation's Nest. Isadora claims that the Zwei Association have a hunch that the Library might be one of the keys to understanding this phenomenon.
Julia tells Isadora that a coworker told her about a similar story, where a resident in the area they were peacekeeping transformed into a beast without any warning whatsoever. They managed to take care of that case before the death toll could reach double digits. Another incident involved a restaurant clerk turning into a man-eating sandwich monster. Isadora reassures Julia and San that there hasn't been any cases of the phenomenon that has been nearly as dangerous as the Pianist for now, and they thank Isadora for the information before heading to the Library.
Upon reaching the Library's entrance, Julia comments how the teleportation method used by the Invitation seems akin to something a Singularity would be capable of. San then mentions how the Director of the Library will soon arrive to greet them, with Angela showing up moments after. The Office Operator states that with this Reception they wish to retrieve the books of Mars and Lulu, and Angela affirms that both items can be found in the Library. Finally, Julia inquires to Angela if one really can retrieve the books upon coming out victorious in a Reception and if one does really turn into a book by failing. Angela confirms her suspicions and invites them in.
Episode 3
Episode 3 starts with Isadora relaying the news to Walter of Julia and San's failure in the Library and asking for further support to enter the Library. Walter asks Isadora what she thinks the purpose of the Library is; Isadora states that the Library is made for the accumulation of knowledge, and informs him of the deal the Library offers. Walter then asks whether it is related to the Distortion or not. Isadora tells him that she is unsure, but theorizes that it is, as everything they know about the Library seems similar to a case of the Distortion.
Walter points out the lack of information about the Library, and tells Isadora that Section 6 will not obsess over it. He says that the Zwei Association receives hundreds of requests daily, and dropping them all to investigate the Library would be harmful to Section 6. He asks Isadora if she wants to go to the Library simply to avenge her colleagues who have fallen. He continues, pointing out dangers to citizens like The Carnival and the
Musicians of Bremen, making his point that the Zwei's purpose is to protect people. Walter uses the Association's slogan, "Your Shield", to emphasize his message.
However, after Walter sends Isadora off, he finds an Invitation in his desk. He asks if Isadora put it there, but she tells him that she hadn't received any new Invitations. Walter asks for the current risk level of the Library, being Urban Legend-class, rising with each new report. On the Invitation, Walter notes the Book of the Distortion being one of the books offered, and notes how the Library manages to lure in victims: irresistible knowledge. The
Book of the Distortion and the potential career advancement it offers is enough to convince Walter (and by extension, Isadora) to enter the Library.
Background
The Zwei Association offers itself as the "shield" of the civilian populace, providing protection to neighborhoods and families from the threats of the City, effectively acting as police or bodyguards. The Zwei does not only conduct defensive missions, either, as they also undertake investigations to prevent future incidents and even include Major Crimes Units amongst their divisions. However, as an Association, they remain primarily money-motivated, and will only extend their services to those who are willing and able to pay for it.
Nevertheless, the Zwei are much more defensive in nature than other Associations or Offices, as their focus is mainly on ensuring their clients' safety rather than winning the fights thrown against them. As a result, they tend to avoid killing when it is unnecessary. The Zwei Association also encourages professional formality and impersonality in order to remain impartial to the large number of requests it receives. Operations are not undertaken without sufficient evidence, and they are treated as assignments to be completed, no more and no less.
In the past, Salvador was a Fixer for the Zwei, and worked alongside Walter before leaving. The Zwei Association also played a role in the Smoke War; the entire Association was hired by I Corp. to deal with the situation in the former L Corp's Nest.
The pack of Rats led by Pete attempted to conduct organ harvesting in Zwei-protected territory, and were forced to flee to avoid the Zwei. This was one of the factors which led them to ultimately enter - and perish in - the Library.
After Walter dies in the Library, Zwei South Section 6 is targeted by the Stray Dogs. Walter had previously made a deal with them for information in exchange for giving them the floor plans of Lobotomy Corporation's Nest; as a result of his death, he is unable to fulfill his end of the deal. The Syndicate views this as a betrayal and massacres a large number of Section 6's remaining Fixers before entering the Library in pursuit of Walter's Book.
The Zwei Association later hires the Dawn Office to enter the Library after it has been raised to an
Urban Plague.
The Distortion Detective
Other sections of the Zwei make an appearance in The Distortion Detective. Sometime before the Library becomes an Urban Plague, Moses' Office discovers a group of deceased Zwei S. Section 3 Fixers in L Corp's Nest; they had fought against a subsidiary Syndicate of The Thumb and won, but were then killed by a Distortion known as the Marksman of the Mist. Shortly after Moses' Office captures the Marksman, they are found by Edgar, a Grade 1 Fixer in the Major Crimes Unit of Zwei S. Section 1, who had come to investigate the missing Fixers. He demands for them to turn over both the Marksman and the Thumb's ammunition which they had collected, but upon hearing that the Office is working for the Thumb, he immediately becomes hostile and attacks them, not caring that they were forced to do so. Moses' Office is able to subdue him, but agrees to help him kill the Thumb operatives in order to prevent facing legal issues from the Zwei. Afterwards, Moses fails to prevent him from attacking and killing the Marksman, but is able to convince him not to attack her group, and he lets them off with a threatening warning.
