Pluto is a monochromatic skeleton donning a dapper top hat and old-fashioned monocle on his left eye. Wearing a completely ash-gray blazer and pants, plaid undershirt, and gray tie—the most visually striking detail other than his skull head being his scorpion tail, covered in spiked barbs. He also possesses black hands with sharp claws.
Later in the story, after joining the Reverberation Ensemble, Pluto wears the group's signature suit. His new black top hat also possesses the Ensemble's signature blue highlight and is taller than Pluto's first.
Personality
Pluto is polite and unfailingly formal, retaining this stance even when actively antagonizing another party or participating in an attack. He even repairs the Library's front door during the first Uninvited Guests reception when his fellow ensemble members barged in, and apologizes to the Librarians if he happens to defeat the Floor of Religion in his initial reception.
However, Pluto is also notably sadistic and cruel amongst his fellow Ensemble members, in a vein similar to Jae-heon. He would grant people premise of power or knowledge in the form of his contracts, but when they violate the terms (which is incredibly easy) he could take whatever he wants from them. He also acted as the last straw for Philip to Distort through one last push that compels him to fall to the distorting voice.
He follows Argalia devoutly like Eileen and believes that he could give him a world without lies of deception through stealing the Library's Light. This stems from the implications that he was blackmailed by Roland, who cocerced him to sign a bogus contract that could easily destroy his career or get him executed by O Corp. This event also acted as the basis of his contract-related powers.
Story
Past
According to the cutscene prior to the realization of the Floor of Social Sciences, it's heavily implied that Pluto was a victim of a bogus contract from Roland that required him to smuggle Enkephalin to O Corp, so Roland can earn enough money to migrate into a Nest. The Wing presumably slaughtered his entire Office over the smuggling incident, but he survived. Roland was presumably rejected Nest immigration after this incident, which caused him to be stuck in I Corp's Backstreets where The Pianist manifested and killed his wife Angelica.
He distorted afterwards and was capable of making bogus deals known as the "Yesterday's Promise", which grants its victims whatever they want in exchange for an unfavorable side term written in miniscule fine print. If the side term is violated, Pluto then can take anything or do anything he wants to with that victim. Yuna was responsible for handling an attack he instigated known as "Thousand Needles".
Argalia later recruited him to form The Reverberation Ensemble alongside other distorted victims of Roland's direct and indirect actions.
Key Page story
Pluto’s Page
The world is one massive aggregation of delusions. A world where individuals can shape their own reality as they see fit. Every person is susceptible to deception, for they have knowledge. For that reason, it is impossible for a pure being untainted by knowledge to see the world as we mistakenly observe it, in the same way they cannot discern the end point of a line or tell between blue and red. A world devoid of wants. It would be unfit to call that place a world. In fact, to even call it a “place” would be yet another misconception amongst us knowing ones. The more one learns, the more delusions they invite.
However, if most people observed the same place and felt the same sentiments, then it might not be your own delusion after all. Wouldn’t you say so? For instance, take a look at the blue sky. The celestial dome is higher and farther than one can fathom, and as blue as it can be. Most will agree that the sky is tall and blue. Alas, those who think as such are ultimately within your view. It’s only natural that they agree with you as they’re figments born out of your delusional mind. Indeed, the sly entity that prevents you from seeing the world in its sincerest form would be none other than yourself. Even the holy entity in which you believe and to which you devote yourself is going to be a projection of your own self, so how can I trust anything that my eyes show me?

Trivia
According to modern astrology, the planet Pluto rules over the sign of Scorpio the Scorpion. This resonates with Pluto's scorpion tail and his themes of deception and magic.
The Shades he summons may be a reference to Hades, the Greek equivalent of the Roman god Pluto; Shades being the inhabitants of the Underworld, which Hades/Pluto rules over.
